now --it doesn't look like your passenger fuel rail is setup directly against the FPR. It looks like it's indirectly connected via the Y fitting off the fuel filter. I can tell you that if this is true, your rails will see different fuel pressures. Does it Y back before the fuel pressure regulator as you mentioned ? You don't need independent return lines from each rail. You should connect at the front of the rail via OEM and have 1 return line from driver's fuel rail to the FPR.
